What is a namespace ... really?

I don't agree with you, at least taking "namespace" in the sense of
the Rec.  Namespaces are just lists of names (one for elements,
one for global attributes, one for each element containing its
local attributes).

Nothing can be inferred about the proper use of a name from the
mere fact of its appearance in a namespace.
