Certainly you need to instantiate an object per handler, however it need not
be too ugly

public class MyFilter {
  public final DTDHandler dtdHandler = new DTDHandler() {
      ... };
  public final DocumentHandler documentHandler = new DocumentHandler() {
     ... };



would seem to me to be a reasonable way of dealing with this.
