PI target names

There's the suggestion in the XML spec that notations be used, e.g.

	<!NOTATION something SYSTEM "http://foobar.inc/pi/somePI">
	...
	<?something ... ?>

would be equivalent to

	<!NOTATION blah SYSTEM "http://foobar.inc/pi/somePI">
	...
	<?blah ... ?>

Now, I'm not sure I like that approach, but it does provide a clear
way to associate a managed namespace with PI names.

One problem with that approach:  the W3C hasn't used it yet, it's
been looking to reserve PI target names.  Of course, there are also
folk in the W3C on a jihad against PIs and other things which are
not compatible with most HTML parsers, so I'm not sure that's the
real issue.
