Fully 1.0 Compliant - Non Validating

NOTE: Expat does Unicode but that does not
mean that the host language - e.g. Python, C -
has native support for Unicode.

NOTE: Available stand-alone and also as underlying parser
used in LT XML. Has a flag (NSL_read_strict in the library;
-x option to xmlnorm) which enforces the few XML constraints
that are not enabled by default.
