psgml XML problem

I'm setting up Redhat 6.2 on a new machine and having a problem. Trying to
parse an XML file using PSGML with Xemacs, ^c^p on a document beginning with
the following
<!DOCTYPE mydoc [ <!ELEMENT mydoc (#PCDATA)> ]>
gives me this message, with the cursor sitting on the space after DOCTYPE
above:
Uppercase keyword expected.; at: mydoc [
The same happened with v 2.28 and v 2.48 of psgml. This is under RedHat 6.2;
it worked fine under S.u.S.E 5 and I'm using the same .emacs file that I did
there. Also, psgml has no problem with an SGML file. Has anyone had this
problem before and figured it out?
