Consensus and Community (W3C and xml-dev)

Just to remind people of some of the general process that goes on 
in W3C WGs: changes are possible between a WD and a PR, 
mostly because a large proportion of the WG has become 
convinced somehow that the change is a good idea (others may 
disagree that it is a good idea, of course!). Once the spec is at PR, 
the member companies have a chance to say what they think, and 
the Director makes a decision based at least in part on the 
member company reponse. 

XML-DEV does not directly have a voice, but every person who 
reads XML-DEV and is associated with a W3C member 
organisation can at least in theory tell their AC rep what they think, 
so I don't think a discussion on this mailing list has no effect. It has 
no *direct* effect, which is something different.
