arbitrary characters in XML document?

If you don't know or care what the encoding is, then you are not storing
characters, you are storing bytes, and you should handle it the same way as
other binary data, e.g. in Base64 encoding. Otherwise bytes like x03 that
are not legal XML characters will floor you.
