Attributes and namespaces

I cannot comment on the APIs in question, but I can confirm that the
description of unqualified attributes is correct. They belong to their
element type, and not directly to any namespace.  (By 'not directly' I
recognize that the containing element may be qualified to a namespace, so of
course there would then exist an indirect association.)
