dtddiff of XSDL November and September drafts

The conclusion you might draw from the DTD differences Bob posted
(thanks!) is that there is not much changed between the September and
November drafts.

Speaking unofficially, you would not be wrong in making that
assumption.

The next draft will be a much bigger step (forward, we hope :-)
